The Build America Buy America Act (BABA), introduced in 2022 as part of the Infrastructure Investment and Jobs Act, was created to ensure that the $550 billion of infrastructure spending supported domestic manufacturing, strengthened supply chains, and reinforced national security.

Under this act, federally funded projects must use domestically manufactured iron and steel. It also requires that other products used in infrastructure projects are at least 55% American by content.

For manufacturers, this means that all iron and steel components used in federally funded infrastructure projects, including deformed wire and wire rod used for critical reinforcement, should come from a vetted domestic supplier.

Under BABA, iron and steel used in federally funded infrastructure projects must be melted and cast in the United States. BABA discourages offshoring, helps strengthen domestic supply chains, supports rigorous quality control and testing, and ensures better traceability.

BABA rules dictate that products used in infrastructure projects must have at least 55% American content by value. For deformed wire and wire rod, this refers to the value added through operations like rolling and coating.

Safe for U.S. Infrastructure

Wire and rod products going into large and small infrastructure projects must be safe for use over sustained periods. While BABA doesn’t specifically address safety, there’s a clear implication that the support for domestic manufacturing and supply chains will help provide greater assurance over product quality and integrity.

Construction materials must always be tested to verify that they’re fit for use in infrastructure projects. With regard to deformed wire, ASTM A496 “Standard Specification for Steel Wire, Deformed, for Concrete Reinforcement,” and ASTM A1064, “Standard Specification for Steel Wire and Welded Wire Reinforcement, Plain and Deformed, for Concrete” provide extensive details that suppliers must meet.
